(paragragh 1) Every day 25 million U. S. children ride school buses. The safety record for these buses is much better than for passenger cars; but nevertheless, about 10 children are killed each year riding on large school buses, and nearly four times that number are killed outside buses in the loading zones. By and large, however, the nation's school children are transported to and from school safely.
(paragragh 2) Even though the number of school bus casualties(死亡人数) is not large, the safety of children is always of intense(高度的) public concern. While everyone wants to see children transported safely, people are divided about what needs to be done—particularly whether seat belts should be mandatory (强制性的).
(paragragh 3) Supporters of seat belts on school buses argue that seat belts are necessary not only to reduce death and injury, but also to teach children lessons about the importance of using them in any moving vehicle. On the other hand, they point out that seat belts help keep children in their seats, away from the bus driver.
(paragragh 4) Opponents of seat belt installation(安装) suggest that children are already well protected by the school buses that follow the National Highway Traffic Safety Administration's (NHTSA) safety requirement set in 1977. They also believe that many children won't wear seat belts anyway, and that they may damage(损害) the belts or use them to hurt other children.
(paragragh 5) A new Research Council report on school bus safety suggests that there are some other safety devices and procedures that may be more effective（有效的） and less expensive. For example, a research suggested that raising seat backs four inches may have the same safety effectiveness as seat belts.

2）卷面书写潦草不工整，可酌情从总分中扣1分。

4）书面表达可分为4个等级：
（1）9-10分 短文内容符合每幅图画情景，语句通顺，情节连贯，书写工整，无语法错误，字数符合要求。
（2）7-8分 短文内容基本符合每幅图画情景，语句通顺，情节较连贯，书写工整，语法错误较少（1-2处），字数基本符合要求。
（3）5-6分 短文内容符合每幅图画情景，语句尚通顺，情节较连贯，书写较工整，3-4处语法错误，字数在60词左右。
（4）5分以下。短文内容不能紧扣图画情景，语句不够通顺，语法错误较多，书写一般，字数在50词以下。
遵循如下原则：8分以上的作文从严，5分以下的作文从宽，5-8分要反复考虑
10分文：零错误，
9分文：1-2处错误，小错2-3处，
8分文：2-3处错误，小错3-4处
